Liukun made this statement when he was entrusted by the State Council to report to the 12th meeting of the Standing Committee of the 13th National People's Congress on the implementation of the budget this year.
He said that in accordance with the decision of the party central committee and the state Council, this year introduced the implementation of the largest tax cuts and fees in recent years. According to statistics, in the first half of the year, a total of 1,170.9 billion yuan of new tax cuts were added nationwide, of which a total of 506.5 billion yuan was reduced this year. This has played a positive role in reducing the burden of industry, stabilizing market expectations, and promoting enterprises to strengthen R&D, increase investment, and expand employment.
In the next step, Mr. Liukun said, we need to pay close attention to the implementation of various policies and measures to reduce taxes and fees, pay close attention to changes in the tax burden in various industries, follow up and analyze the economic performance and problems encountered in the implementation of policies, constantly improve policies and measures, and optimize related processes. We will help enterprises make good use of policies to ensure that the tax burden in major industries such as manufacturing is significantly reduced, that the tax burden in construction and transportation industries is reduced, and that the tax burden in other industries is only reduced and not increased, so that the social security contribution burden of enterprises, especially small and micro enterprises, is substantially reduced.
In response to the issue of corporate fees in violation of regulations, he said that we need to further strengthen governance, closely integrate the clean-up and regulation of enterprise fees with the reform of "management services", increase the openness and transparency of fees, facilitate the transmission of tax cuts and fees, and actively accept social supervision. Those who change, discount, or change the pattern of random charges to offset the effect of tax cuts are found to be investigated and dealt with together.
